This item is a collectible piece of unique loot available in Thief. It can be found during the mission "Dirty Secrets" in the beginning portion of the underground ruins.
To find this item, get to the switch that deactivates the floor traps, then pick the locked door to on the right, and descend the stairway into the narrow library corridor. Once in the corridor, use Focus to view each of the Glyphs in the four alcoves. As before, align the symbols using the Medallion, before placing it into the pedestal at the end of the hallway. The center window should rotate to reveal the figurine.
